My only fix is to use vimu and use software decoding instead of hardware decoding. (which looks terrible). The only device that ever had this problem is the shield. I made it to level 2 NVidia support where they confirmed some tv stations bring out a hardware bug on the shield. My shield got downgraded to the smallest tv in the house.
